The PATHNAME function does not return the correct results when the search-ref option is NOT used.
Here is what is stated in the online documentation.If you do not specify a search-ref argument, and the name of a fileref is identical to the name of a libref, PATHNAME searches first for a fileref.
It was discovered that in previous releases the function was not returning the same default results as it was in SCL. Development changed the behavior to be the same as the SCL version of the function, and have requested that the documentation be changed.
The workaround is to use the search-ref option.
